English Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Balance Books

According to a latest study of municipal councils, UK councils are preparing to sell community centers, sports centres, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Increasing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that six out of ten of councils are planning to sell assets to meet the rising costs of adult and children’s social care.

Local governments have in the past faced criticism for disposing of playing fields and open spaces to support their finances, but they argue they must continue to raise vital cash from property disposals or face insolvency.

This coalition said that a significant number of councils attempting to raise money from a quick sale of assets represented “a distinct shift from 2024, when the largest share (six in ten) of municipal officials said they would prioritise restructuring services and using financial reserves to manage growing fiscal pressures.”

Specific Cases of Proposed Disposals

Medway Council in Kent said its property management strategy featured the disposal of a retail complex in a local town and a community venue in another town to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be sold under the plan.

Council Tax Increases and Broader Financial Pressures

The survey of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to raise local levies next spring to address the rising cost of core provisions, higher levels of housing insecurity, and a persistent accommodation deficit.

The authority explained it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures require time to deliver both better provisions and financial savings,” said a council leader.

He continued: “There are demographic pressures which will persist to add to the strains we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

National Patterns and Projections

A survey of county councils recently also found local finances being stretched by the growing number of children and adults requiring special educational assistance.

A network of councils projected that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to cope with increased demand.

Government officials have delayed planned reforms to the special educational needs framework until next year after a policy document outlining those reforms has been postponed.

Disadvantage and Funding Gaps

Based on the most recent deprivation measures (IMD) for UK local authorities, several participating urban areas were among the most disadvantaged in England.

  • “Member cities like several major towns place in the top 30 nationally under the latest IMD measures,” said the study.

“While only one key city is among the top 10 for disadvantaged communities countrywide, urban areas are much more prone to be in the most deprived fifth of England. The data highlights the scale of challenges facing local leaders across key cities in the next twelve months,” the report added.

“Local government leaders have been explicit about the necessity for a fair and sustainable financial structure that accounts for and responds to the real levels of deprivation and demand,” said Michael Mordey.

“Lacking this, councils will persist to face impossible choices around which essential services to allocate spend to, and which to reduce, to the disadvantage of their communities.”

A fifth of local authorities have reduced or weakened care services in the past 12 months, the study found.
